According to the Brandenburg state environment authority, Tesla gained conditional approval for a facility in Germany on Friday.
The factory, which the local government described as a "wonderful success," has a maximum annual production capacity of 500,000 automobiles and is located in Brandenburg, near Berlin, in north-eastern Germany.
The conditional permission is subject to public comment and final inspections in the context of air and water pollution management.
As the globe goes toward electric vehicles, the American electric carmaker aims to expand abroad.
Tesla wants to establish a plant in the US state of Texas later this year, after opening one in Shanghai, China, in late 2019.
With crude oil prices recently reaching new highs, automakers have increased their efforts to produce electric automobiles.
However, from the early months of the coronavirus pandemic, the worldwide auto sector has been plagued by a serious chip shortage.
